Full job description

The Lead Civil Engineer -Networks (PNY - Powering New York) is responsible for high voltage, medium voltage, and low voltage transmission and distribution substation designs for all operating companies in Avangrid Networks with strong focus on high and medium voltage transmission projects in NYSEG and RGE service territories which are part of the PNY portfolio of projects.

The Lead Civil Engineer will work closely with the construction and design team to develop drawings, specifications, and construction work orders to support the design, construction, and commissioning of electrical equipment. Substation designs include structural, grading, electrical clearance calculations, routing, and preparation of engineering drawings.

The Lead Civil Engineer will also support concrete and steel designs on high voltage, medium voltage, and low voltage transmission and distribution line projects. The PNY projects originate from the Climate Leadership and Community Protection Act (CLCPA) which stems from New York State's Climate Act with a goal to reduce economy-wide greenhouse gas emissions 40% by 2030 (no less than 85% of 1990 levels by 2050) and 70% State's Energy from renewable resources by 2030 (100% from zero emissions Electric Sources by 2040).

The electric delivery system in New York contains approximately 5,600 miles of transmission lines & 621 substations. Position reports to the Unit Manager but will work day-to-day in a cross-functional project team and support project needs as directed by the project manager(s) & construction manager(s).

- Capital project engineering performance including all phases such as scoping and budgeting, conceptual engineering, contract management and design, engineering design, construction, and closeout.

- Responsible for leading and creating new conceptual designs and overseeing the work of external detailed designers.

- Perform field circuit reviews based on the projects scope provided and identify proposed improvements.

- Proactively identify and perform special projects and studies that innovatively solve unique and complex problems with broad impact to the business.

- Develop innovative alternate methods or design concepts to resolve unique problems or to improve processes/services,

- Solve unique and complex engineering problems. Identify innovative solutions,

- Oversee engineering studies to evaluate equipment and system performance and effectiveness and analyze operational issues in support of system reliability and operational efficiency.

- Develop and validate information needed for engineering analyses and applying engineering judgment to solve technical problems,

- Ensure all engineering designs meet applicable company, local, state, and national codes, and standards,

- Represent the company on regional and national committees when needed.

- Utilize knowledge to influence and guide department engineers.

- Provide technical leadership in complex projects that have a wide impact on the department.

- Ability to collaborate across departments as a technical subject matter expert liaison while directing contractors on company policy, standards and best practices.

- Liaison/ direct contractors on company policy, standards, and best practices

- Work independently with little supervision For Lead Engineers:

- Utilize knowledge to influence and guide department engineers.

- Provide technical leadership in complex projects that have a wide impact on the department

- Liaison/ direct contractors on company policy, standards, and best practices

- Bachelor's degree in civil or electrical engineering and 7+ years of experience in projects delivery or another related field.

- Relevant network construction and operational experience, including field inspections.

- Theoretical Engineering knowledge - Planning, Operations and Engineering Design, Analytic, modeling & Calculation, understanding the business model; Global View of the Business (Values cross-functional collaboration, understands importance of growing knowledge and developing relationships and links across the organization).

- Practical engineering experience/application - Planning, Operations and Engineering Design, Construction, (e.g., field experience, standardization, perform economic analyses of engineering alternatives, develop business cases and defend in front of stakeholders.)

- Ability to adequately document and interpret engineering documentation.

- Ability to review and approve engineering work done by others - to ensure compliance with company standards, specifications, and contract requirements.

- Knowledge of Regulatory and Compliance Environment - Local, State and Federal Regulatory Standards and requirements.

- Excellent diagnostic and problem-solving skills to decipher unique technical and analytical problems.

- Strong communication and interpersonal skills to articulate highly technical concepts.

- Strong management and leadership skills, ability to drive change and adoption of new technologies.

- Knowledge of the regulatory environment, including relevant output and incentive mechanisms.

- General contract, commercial and regulatory awareness with the ability to balance effective and efficient customer service and project delivery, ensuring maximum return on investment.

- Track record of effective stakeholder and customer service engagement and management.

- Ability to communicate and present information effectively at all levels.

- Ability to manage competing priorities using sound engineering and financial judgment to determine optimal solutions.

- Ability to devise solutions to both common and complex problems/challenges.

- Where appropriate, technical, and operational experience in a relevant engineering role within a utility environment.

- Knowledge of engineering standards and specifications up to 345kV.

- Experience in engineering including electric substation maintenance and field engineering work - Competent
