Essential Functions CLASS CHARACTERISTICS-HUMAN RESOURCES & RISK MANAGEMENT ANALYST The Human Resources-Risk Management Analyst is the journey-level classification in the Human Resources-Risk Management Analyst series, and is distinguished from entry-level Human Resources classifications by the difficulty and complexity of work performed.

Incumbents perform complex analysis, serving as a human resources generalist, managing projects, performing independent analysis and program management, functioning with limited direction, and providing lead direction to subordinate department staff. CLASS CHARACTERISTICS-SENIOR HUMAN RESOURCES & RISK MANAGEMENT ANALYST The Senior Human Resources and Risk Management Analyst is the senior, advanced journey-level classification in the Human Resources and Risk Management Analyst series.

The senior-level incumbent is distinguished from the journey level, Human Resources-Risk Management Analyst performing the most difficult and complex and consequential analysis, serving as subject matter expert on various human resources activities and program areas, managing complex projects, performing complex, independent analysis and program management, functioning with limited oversight and direction, and providing technical supervision and lead direction to subordinate department staff.

This classification is distinguished from the Human Resources Manager which is a management position responsible for the planning, direction, and management of all operations related to human resources and risk management. SUPERVISION EXCERCISED-HUMAN RESOURCES & RISK MANAGEMENT ANALYST Receives supervision from the Senior Human Resources-Risk Management Analyst, Human Resources Manager, and/or Director of Administrative Services; provides lead work guidance over Human Resources division personnel.

SUPERVISION EXCERCISED-SENIOR HUMAN RESOURCES & RISK MANAGEMENT ANALYST Receives supervision from the Human Resources Manager and/or Director of Administrative Services; provides lead work guidance and may supervise subordinate Human Resources division personnel. ESSENTIAL FUNCTIONS-HUMAN RESOURCES & RISK MANAGEMENT ANALYST Plans, leads, and oversees a variety of human resources activities associated with benefits administration, risk management, recruitment and selection, employee relations, performance management and employee discipline, training and organizational development, classification and pay, and other human resources activities.

Provides technical and functional direction to staff; reviews and controls quality of work; assists with employee performance evaluations. Serves as subject matter expert in a variety of human resources-related and risk management areas; conducts independent and complex analysis to support ongoing human resources programs, services and functions; performs the most difficult and complex human resources activities; oversees various human resources programs and initiatives.

Plans and participates in administering a comprehensive employee benefits program; analyzes program usage and performance and forms recommendations for benefit program improvement; communicates with employees and coordinates with insurance carriers, providers, and/or third-party administrators; prepares and presents communications on the benefit program to employees and others; reviews and completes benefit enrollment transactions.

Reviews and oversees recruitments, including exam planning and development, consideration of City impact and position control impacts. Oversees, administers, and updates employee files; coordinates quality assurance procedures and manages troubleshooting related to payroll and information systems. Manages and recommends improvement to employee files systems and is responsible for oversight of all employee information and master files, including security and confidentiality, information management best practices, and other impacts.

Designs and participates in conducting surveys of compensation, benefits, and personnel policies and practices; prepares appropriate analyses and oral and written reports. Organizes labor relations meetings; performs labor relations research and analysis; assists in negotiation strategy and language development; arranges various labor relations committee and initiatives, such as meet and confers, joint labor management committee, etc.

Pilots and participates in conducting job analyses of various positions to establish job-related qualifications through interviews, observations, and analysis of duties and responsibilities; organizes and documents findings; completes classification development and compensation recommendations. Oversees and manages the improvement of employment practices with regards to equal opportunity, job relatedness, organization input and community representation and impacts.

Prepares, updates, and reviews administrative procedures, drafts and develops correspondence, and implements procedures and programs. Manages employee development program, including developing training programs, writing curriculum, delivering training, and assessing City employees' training needs. Counsels and advises employees and the public on matters related to employment, promotion, retirement, benefits, and related issues; provides information to employees, outside agencies, and others related to assigned work.

Interprets, applies, and assists in the development and implementation of City human resource policies and procedures, provisions of the Memorandum of Understanding, benefit modifications, and/or salary schedule revisions. Researches and provides advice on organizational structure to improve efficiency and effectiveness of City-wide operations; evaluates activities and operations of assigned responsibilities, recommending improvements and modifications; prepares reports on activities and operations.

Performs related duties as required. QUALIFICATIONS-HUMAN RESOURCES & RISK MANAGEMENT ANALYST Education and/or Experience Education: Bachelor's degree in Human Resource Management, in Public or Business administration, or a related field. Experience: Three (3) years of increasing responsibility in personnel administration, risk management, recruitment, classification and compensation analysis, labor relations, personnel administration; at least one year in a lead capacity.

Licenses or Certification Possession of and ability to maintain a valid Class C California Driver's License and a satisfactory driving record. Knowledge, Skills, and Abilities Knowledge Advanced principles and practices of personnel administration including risk management, recruitment, classification and compensation, labor relations, benefits administration, research and analysis.

Advanced principles and practices of human resource administration. Pertinent federal, state, and local laws and regulations. Advanced methods of statistical research and presentation.

Modern office practices, methods, and computer equipment and applications related to the work, including word processing, database, and spreadsheet software. Report writing techniques and methods. Ability Communicate clearly and concisely, both orally and in writing.

Research and prepare complex reports on a variety of subjects. Plan, coordinate and organize assignments to meet deadlines. Perform complex professional administrative and analytical work requiring sensitivity to issues.

Prepare and present reports. Represent the City in a variety of meetings. Provide liaison to other City personnel, other agencies, and the public.

Respond to emergency and problem situations in an effective manner. Understand, explain and apply policies and procedures. Analyze unusual situations and resolve them through application of management principles and practices; operate a computer and utilize a variety software programs.

Deal constructively with conflict and develop effective resolutions. Assist in developing new policies impacting department operations/procedures. Plan and administer recruitment programs.

Supervise the work of assigned staff. Perform classification and compensation analysis.

QUALIFICATIONS-SENIOR HUMAN RESOURCES & RISK MANAGEMENT ANALYST Education and/or Experience Education: Bachelor's degree in Human Resource Management, in Public or Business Administration, or a related field. Experience: Four (4) years of increasing responsibility in personnel administration, risk management, recruitment, classification and compensation analysis, labor relations, personnel administration; at least one year in a supervisor capacity.
