Provide technical evaluation, review and advice of the electrical and industrial control system, power system protection and related engineering design, equipment on any upcoming new project installation (such as MOHV, MOES, DVAR, LNGPP) and any other related new project and/ or installed equipment which is related to electrical, control automation and instrumentation engineering. Ensure field survey and commissioning review of the completed project in a safe, optimum, reliable operation, and provide input for engineers, maintenance team and plant operation activities. Provide mentoring and knowledge transfer to national engineers and establish development program, training, and coaching. As well assist department manager to develop asset management review program, future enhancement and plant development, life cycle program and new technology implementation to achieve a sustainable, effective, and efficient long-term plant operation.
1. Review and advise on engineering design, equipment, and perform field survey of any upcoming new project installation (such as MOHV, MOES, DVAR, LNGPP) and any other related new projects.
2. Act as owner’s engineer on site during the project’s commissioning, turnaround (planned and forced outages) overseeing the turnaround of contractors for the electrical equipment, industrial control, and instrumentation.
3. Assist the technical service manager to coordinate and drive asset management program and process, including enterprise asset management system integration, support preparing and developing five to ten years of plan maintenance, project skyline and any further maintenance and project/engineering strategic plans.
4. Assist the sustainable asset health and management programs for E-I & PC equipment program. Assist, advise, and investigate failures and determine failure through root cause analysis to implement solutions to mitigate reoccurrence.
5. Advise on issues and repairs in the field during the turnaround and prepare critical matrix for repairs and maintenance of identified defects.
6. Provide inputs to the manager, engineers and designer related to project electrical and control installation, technical evaluation of vendor quotes for repairs / upgrade programs.
7. Review jobs in progress and provide feedback for EI & PC engineers team to improve the process or necessary material requirements including tools.
8. Support review in feasibility studies and HAZOPs; develop E&I design criteria; support prepare and review capital budgets; justify and develop project execution plans and review safety practices and provide feedback including work improvements.
9. Provide management support on leadership and technical support for national employees and engineers in all aspects related to project execution and O&M of the electrical facilities.
10. Assist and develop technical knowledge of the national employees / engineers to ensure strong depth in the organization to support succession planning, including develop on competency-based training programs for technical service team.
11. Back up support on leadership and safety for Technical Service Manager in day-to-day basis in department roles and responsibility.
