Description
The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.
Under limited supervision, manages the day-to-day program planning, budgeting, staffing, supervision, training and inservices and program evaluation of Health Programs in assigned department.

Tasks
Interviews and recommends hires in conjunction with director; prioritizes, schedules, assigns, reviews and evaluates work; approves annual and sick leave, authorizes mileage and travel expense forms; trains and motivates employees; provides guidance and problem solving with employees; authorizes time sheets and career development request forms; provides corrective action plans and disciplinary actions in conjunction with director.
Manages and oversees assigned grant(s) and programs and fills in during staffing vacancies. Monitors contracts and agreements, and ensures compliance of programs, services and projects. Identifies funding opportunities and assist with grant proposals and applications. Create and prepare county, state and federal reports as required; Completes and monitors budgets for multiple programs, approves requests for purchases and disbursement of funds, and prepares financial reports.
Performs other duties as assigned.

Hamilton County Government Retirement for Fulltime Employees:
Pension – Legacy Plan (hired prior to 10/1/2015), in which the employer contributes 14.70%.
Pension – Hybrid Plan (hired on or after 10/1/2015), in which the employee contributes 5% and the employer contributes 4%.
401K – Employer contributes 5% and the employee can contribute the amount of their choice.
457b – Employees have the option to contribute to this plan if they choose.

Parental Leave:
Hamilton County provides eight (8) weeks of paid maternity leave and two (2) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.
Paid Time Off:
Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment.
At each anniversary, an employee can roll over up to 80 hours of unused PTO into their leave bank. (Up to 800 hours for employees hired on or after 1/1/2013).

Wellness Facility:
Hamilton County Government provides a 24/7 fitness center, free of charge, to County employees and family members (age 14+) covered under the County's health plan. The fitness center offers cardio and strength-training equipment, along with group exercise classes throughout the year. (which may include Zumba, spin, yoga, etc.)
A Bachelor’s Degree in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with five (5) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity. A valid driver’s license is required.
OR
An Associate’s Degree in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with seven (7) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity. A valid driver’s license is required.
OR
The equivalent a high school diploma and nine (9) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity. A valid driver’s license is required.
Work requires extended periods of concentration on detail. May work outside normal business hours when conducting presentations, outreach events, site, or home visits. May work outdoors for events and other assignments. Requires extensive computer usage in a fast paced environment. May require some out of town travel. Possible exposure to infectious diseases, blood, air, and water borne pathogens when performing site or home visits. Work requires transporting and setting up presentation and display exhibits with materials and supplies weighing up to 50 pounds depending on the activity.
Some positions require additional training or certifications depending on assignment. Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
This position is deemed essential during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.
