Full job description

ESSENTIAL FUNCTIONS : (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills abilities, and other characteristics.

Tasks Interviews and recommends hires in conjunction with director; prioritizes, schedules, assigns, reviews and evaluates work; approves annual and sick leave, authorizes mileage and travel expense forms; trains and motivates employees; provides guidance and problem solving with employees; authorizes time sheets and career development request forms; provides corrective action plans and disciplinary actions in conjunction with director.

Manages and oversees assigned grant(s) and programs and fills in during staffing vacancies. Monitors contracts and agreements, and ensures compliance of programs, services and projects.

Identifies funding opportunities and assist with grant proposals and applications. Create and prepare county, state and federal reports as required; Completes and monitors budgets for multiple programs, approves requests for purchases and disbursement of funds, and prepares financial reports.

Performs other duties as assigned. Knowledge, Skills, Abilities, and Other Characteristics Knowledge of federal, state and county laws, rules, regulations, policies, practices and procedures related to Public Health and Community Health program and service provision.

Knowledge of Health Program issues in geographical area. Knowledge of federal, state and county laws, rules, regulations, guidelines related to safety and health practices and procedures.

Knowledge of program management and administration methods, practices and procedures. Knowledge of customer service/public relations methods, practices and procedures.

Knowledge of research, analysis, and development of grants, contracts and resolutions. Skill managing Health Department programs and services in compliance with all applicable guidelines.

Skill prioritizing, scheduling, assigning, reviewing and evaluating work. Skill implementing and providing oversight to health programs and services to the indigent, underserved and homeless populations within Hamilton County.

Skill utilizing verbal and written communication in the development of reports, presentations, policies, contracts and resolutions. Skill mediating differences and negotiating contracts and agreements.

Skill utilizing customer service/public relations techniques responding to inquiries and complaints. Skill establishing and maintaining effective working relationships.

Skill effectively communicating in both oral and written form.

Minimum Qualifications A Bachelor's Degree in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with five (5) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.

A valid driver's license is required. OR An Associate's Degree in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with seven (7) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.

A valid driver's license is required. OR The equivalent a high school diploma and nine (9) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.

QUALIFICATIONS: A Master's Degree is preferred in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with three (3) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.

A valid driver's license is required. PHYSICAL

REQUIREMENTS : Work requires extended periods of concentration on detail. May work outside normal business hours when conducting presentations, outreach events, site, or home visits.

May work outdoors for events and other assignments. Requires extensive computer usage in a fast paced environment. May require some out of town travel.

Possible exposure to infectious diseases, blood, air, and water borne pathogens when performing site or home visits. Work requires transporting and setting up presentation and display exhibits with materials and supplies weighing up to 50 pounds depending on the activity.

ADDITIONAL

REQUIREMENTS : Some positions require additional training or certifications depending on assignment. Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.

This position is deemed essential during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.

Medical coverage is offered through Cigna to fulltime employees. The County pays a generous portion of the medical premium. Two options are available to choose from: LCP (Local Cost Plus) and OAP (Open Access Plus).

The LCP has a smaller network that includes most providers and hospitals, with the exception of Parkridge facilities/providers. The OAP is a national network of facilities/providers that includes most providers/hospitals, including Parkridge.

Dental coverage is a voluntary benefit available to fulltime employees. Three coverage options are offered: Cigna High Plan, Cigna Low Plan, and Sun Life DHMO.

The Cigna High Dental Plan covers orthodontia for children up to age 18. A national network of dental providers is available to choose from and this plan offers out of network coverage.

The Cigna Low Dental Plan does not cover orthodontia. A national network of dental providers is available to choose from and this plan offers out of network coverage.

Pre-Retirement Seminar: Hamilton County Human Resources provides a pre-retirement seminar to those considering retirement, two times per year (1 st and 3 rd quarter of each year).

County Pension Deferred Compensation/457 Plan - Nationwide Social Security Benefits Parental Leave: Hamilton County provides eight (8) weeks of paid maternity leave and two (2) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.

Paid Time Off : Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment. Years 1 - 5: an employee will accrue 5.85 hours of leave, per pay period.

Years 5 - 10: an employee will accrue 6.77 hours of leave, per pay period. Years 11-15: an employee will accrue 8.31hours of leave, per pay period.

Year 15 and each year thereafter, an employee will accrue 8.93 hours of leave, per pay period. At each anniversary, an employee can roll over up to 80 hours of unused PTO into their leave bank. (Up to 800 hours for employees hired on or after 1/1/2013).
