Full job description

Distinguishing Features of Work

Provides protection of life and/or property through enforcement of laws, ordinances, rules and regulations; provides medical services; airport operations duties; aircraft and other fire suppression and related duties. Direct work assignments, instructions and evaluations are provided by supervisors who review work methods and results through observations, reports, inspections and discussion.

Works Days and Hours: 40 hour weeks During Training Monday - Friday: 7:00am - 3:30pm. A 24-hour shift schedule post completion of the training.

**Position is paid at an hourly rate and will start with a 40-hour paid training schedule and then move to a 24 hour pay schedule**

Examples of Work Performed
  • Answers calls and complaints received by radio, telephone, or in person involving emergency, disorder and crime.
  • Interviews persons with complaints or inquiries, takes statements and tends to proper disposition of the information or directs them to proper authorities.
  • Conducts preliminary investigations, gathers evidence and locates witnesses.
  • Makes arrests and/or transports prisoners for booking and incarceration.
  • Appears in court to present evidence and/or testify as required.
  • Enforces traffic and parking ordinances.
  • Enforces or causes to be enforced Federal Aviation Regulations relevant to airport operations and security.
  • Responds to public disturbances or nuisance.
  • Protects against unauthorized access to restricted security areas.
  • Responds to commercial passenger screening area as required.
  • Responds to aircraft and other related fire emergencies.
  • Provides information and assistance in a courteous manner to airport tenants, operators and the public as needed.
  • Advises appropriate authorities through established procedures of problems related to public safety and security of the airport(s).
  • Inspects, records and reports through established procedures any discrepancies observed to airport facilities and property; including but not limited to runways, taxiways, ramps, lights, signs, parking lots, roadways and buildings.
  • Operates computer controlled access and television systems.
  • Performs radio and telephone dispatch duties.
  • Receives and processes applications for airport security identification and access media.

  • The City of Wichita and Airport Authority reserve the right to assign additional duties as needed.
Requirements of Work
  • Must have successfully completed course work and examinations for Firefighter I and Firefighter II, or complete within not less than 12 calendar months of employment or promotion in accordance with NFPA 1001 Standard for Fire Fighter Professional Qualifications, 2013 editions or as may be amended.
  • Must have successfully completed course work and examinations for Emergency Medical Responder (EMR), or complete within not less than 24 calendar months of employment or promotion.
  • Ability to accurately and effectively discharge a rifle, shotgun, and handgun with both left and right hands, and maintain annual firearms proficiency certification as required by the Kansas Law Enforcement Training Center.
  • Ability to successfully complete recertification law enforcement training programs.
  • Ability to successfully complete recertification and advanced aircraft rescue and firefighting (ARFF) and structural fire training programs.
  • Ability to successfully complete initial, and recertification medical training programs; not less than First Responder certification.
  • Ability to subdue a violent and/or uncooperative person by methods requiring physical force.
  • Ability to run distances up to 1 1/2 miles over uneven terrain.
  • Ability to distinguish colors accurately during day or night conditions.
  • Visual acuity that can be corrected to at least 20/20 in both eyes, and uncorrected acuity at a level not to exceed 20/100 in either eye.
  • Ability to hear with or without hearing enhancement devices at levels defined as follows: Pure-tone thresholds not worse than 20 db HL at 500Hz, 1000Hz, 2000Hz, and 3000Hz.
  • Ability to drag or carry up to 175 pounds up to 50 feet.
  • Ability to lift and carry 125 pounds while walking up or down stairs; climb, run, jump and crawl while wearing a ten pound fire suit with a 35 pound air pack attached.
  • Ability to safely and skillfully perform all police, fire and medical functions for which trained, certified and required to perform, including the operation and use of vehicles, weapons, systems, gear, tools and apparatus.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to acquire and maintain a valid Kansas driver's license.
  • Ability to satisfactorily pass any physical or medical test or examination reasonably related to work tasks.
  • An employee shall not pose a direct threat to the health and/or safety of other individuals in the work place.
Experience and Training Required Experience and Training
  • Must be 21 years of age or older.
  • Must have a high school diploma or G.E.D. certification.
  • Must possess and maintain a valid Kansas driver's license.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
  • To be hired as an Airport Police and Fire Officer II one must have successfully completed a Police Academy Program that meets the requirements of the Kansas Law Enforcement Training Center. Candidates will be considered who have not completed Police Academy Program and position will be filled at an Airport Police and Fire Officer I with the requirement of completion of a Police Academy Program within one year of hire.
  • A ten-year background investigation, police records check, driver's license check, and polygraph test will be conducted prior to offers of employment.

Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal record check.

FULL-TIME EMPLOYEE BENEFITS

1. VACATION - Most employees with less than five years employment earn 10 days of vacation per year. After five years, accrual rates increase at varying rates to varying maximums, depending on work schedule and/or union representation. Employees can accumulate and carry forward up to 240 hours each year.

2. HOLIDAYS - There are eleven paid holidays. Employees also receive one Personal Holiday that is granted after the first six months of employment.

3. SICK LEAVE - Sick leave accrual begins at one-half day per month. After five years, sick leave accruals are one work day per month. Employees can accumulate and carry forward all unused sick leave each year. Employees who use 24 hours (3 days) or less of sick leave in a calendar year earn a "Well Day." An additional "Well Day" can be earned following a year of perfect attendance.

4. HEALTH INSURANCE – UMR / United Healthcare provides two levels of medical and prescription drug plans. Both medical plan are PPOs and do not require selecting a physician or referrals for specialty care. Both medical plans include Teladoc virtual care (primary care/mental health benefits at no charge), Dario healthy living programs, and VSP Vision benefits. Pre-tax premium deductions are offered. The City contributes 80% of the premium cost towards medical, prescription drug and vision insurance.

5. DENTAL INSURANCE - Two Delta Dental plans are offered – Preferred and Traditional. The Delta Preferred plan requires using a dentist from a smaller network for a lower premium. The Delta Traditional plan allows use of any dentist, although benefits are higher using a dentist from the large Delta network. Benefits under both plans are the same (with the exception of some Orthodontic benefits) Pre-tax premium deductions are offered.

6.LIFE INSURANCE – Low-cost voluntary term life insurance is available. Employees pay one-third of the cost. The amount of Basic Life coverage is two times annual pay up to a determined maximum amount. Dependent coverage is available at $20,000 spouse / $10,000 child(ren) for an additional $0.14 per pay period. Accidental death and dismemberment coverage is included. The plan is through MetLife.

7.SUPPLEMENTAL LIFE – Additional voluntary employee-paid term life insurance is available from MetLife at low group rates. Participation in Basic Life is required. The Life Insurance plans are portable.

8. LONG-TERM DISABILITY INSURANCE– The voluntary employee-paid group disability plan from MetLife provides 60% of pre-disability income for injury or health related disabilities. Premiums are determined by income and age.

9.VOLUNTARY ACCIDENTAL DEATH & DISMEMBERMENT – Voluntary employee-paid AD&D from MetLife offers coverage for accidental death and dismemberment.

10.RETIREMENT - The City offers two retirement plans - Wichita Employees (WER) Plan 3, and Commissioned Police & Fire Plan C-79. The WER plan is a defined contribution plan; Police & Fire is a defined benefit plan. Both are contributory - employees and the City share the cost.

11.FLEXIBLE SPENDING ACCOUNTS – Employees may elect to make FSA pre-tax deductions for dependent care and/or unreimbursed medical expenses, reducing the cost of these expenses by eliminating taxes on the amount deducted.

12. LONG-TERM CARE INSURANCE – This plan from UNUM offers facility and home care benefits for employees, spouses, and some other family members. Several options for benefit amount and duration, and specific plan features, are available.
